About Cash for Clunkers

This website, along with the others affiliated with it, helped promote the C.A.R.S. bill during the legislative process and has helped to inform the public about the program before the government launched their official information portal (www.Cars.gov). Now that the government has an official website for the program, we encourage you to visit it to view up to date information. The goal of our private consumer information website is to educate consumers and help them connect with new car dealers to get product and pricing information online. All licensed new car dealers are qualified to participate with the government funded program and our website can connect you with some of the dealers who are in your market. We also actively encourage dealers we work with to offer additional incentives to make it easier for consumers to upgrade into a more fuel efficient vehicle. All of the websites are owned by Level 5 advertising, an advertising company that has created a network of consumer information websites that promotes what has become known as the "Cash For Clunkers" program. Our websites are private consumer information sites, owned and operated by Level 5 advertising, that are not in any way affiliated with the government, agencies or its website. The only official government website is www.Cars.gov.

GOVERNMENT ANNOUNCES A NEW WEBSITE www.cars.gov
Now that the bill is law, the NHTSA has created a website to educate the public. You can visit the only official government website, www.Cars.gov, to get up to date information about the program. Our websites are private consumer information sites, owned and operated by Level 5 advertising, that are not in any way affiliated with the government, agencies or its website www.Cars.gov. While we will continue to summarize the information that is available to the public we are now focusing our efforts on equipping dealers to educate local consumers in their market that qualify. In addition, we help retailers create their own “cash for clunkers” programs that offer additional incentives to consumers above and beyond the governments program to make it easier to upgrade into a more fuel efficient vehicle. We also connect consumers with dealers who can provide pricing information through our forms on the left of this website. When you fill out a form that information is sent to a dealer may pay to receive your information so they can help you buy a car and take advantage of the government funded CARS program, if you qualify

THE BILL WORKED BEFORE IT BEGAN

Thanks to this legislation and the NHTSA’s communication efforts, the economy is already being impacted due to the fact that retailers have already begun investing in communication campaigns to educate their local consumers and have begun to spend money with local and national companies. “After hearing about the Cash for clunkers program from our website one dealer started spending to get ready. “We decided to buy new inventory, hire additional salespeople and negotiate additional media buys before the program was officially announced,” said Brian Benstock, from www.ParagonCars.com, one of the largest Honda/Acura dealers in the world. “Automotive dealers stimulate the local and national economy by spending the most of any sector in advertising, hiring the most in many local markets, generating enormous state tax revenue and often being some of the most prolific local philanthropists… probably even the biggest sponsors of little league teams across the country.”

PUBLIC & PRIVATE SECTOR CAN WORK TOGETHER TO HELP CONSUMERS

We recognize that a lot needs to happen to achieve the objectives set forth by this government program and we also realize that the best way to achieve these objectives is for the private sector to contribute as much or more to this mission as the public sector has. For this reason we are encouraging dealerships to contribute a minimum of $500 up to $4500 of additional discounts to make it easier for consumers to get into a more fuel efficient vehicle.

Level 5 marketing, the owners of this website, are also leading an effort to encourage and equip dealers to educate local consumers in their market who qualify for the program by implementing a targeted communication campaign that includes a website, search marketing, banner ads, emails, direct mail to clunker list, TV, radio and in store merchandising.

    1. The Cash For Clunkers Communication Campaign Kit includes:
    2. Cash for Clunkers Informational Website
    3. Search marketing plan
    4. Banner ads
    5. E-mail marketing templates
    6. Direct mail campaign targeting the clunker list
    7. Radio advertising templates
    8. TV advertising templates
    9. Publicity toolkit with press releases and template articles
    10. Merchandising including posters, hang tags, brochures, placemats and more
    11. Other optional services to help educate their local market about the program

About the Name - "Cash For Clunkers"

There are many Automotive Scrappage programs throughout the world which generally have the dual aim of stimulating the automobile industry and removing inefficient, high emissions vehicles from the road. Many European countries have introduced large-scale scrappage programs, like the United States C.A.R.S. program, as an economic stimulus to increase market demand in the industrial while helping the environment. Scrappage programs have been touted with many different names, mostly referring to an environmental benefit. While making its way through congress there were many of these types of “scrappage” bills with many different names so the public and the press commonly referred to them as the “Cash For Clunkers” program. For this reason many consumer information sites, including ours, have utilized this publicly understood term to make it easier for consumers to understand. Some of the consumer information websites we host use the name “Cash For Clunkers because of the popular name given to the concept by the press. We also have other websites based on the name of the bill, the consumer assistance to recycle and save act and program. We have other websites that utilize the name NHTSA has given the program CARS program info. All of these sites are designed to inform consumers about the program and connect them with a dealer who can give them product and pricing information. We want to make it very clear that these are not the official websites for the government (www.cars.gov) nor are they in any way endorsed or affiliated with the government. Also, the name “Cash For Clunkers” is not the name of the governments program, it is just a name that the press and the public have used throughout the legislative process to explain this and other scrappage programs. Now that the NHTSA has a website with up to date information about the official C.A.R.S. program, you should visit Cars.gov to get up to date official information.

About "Level 5 Advertising"

Level 5 is an automotive consulting and marketing company. Level 5 created this and other Cash for Clunkers Information websites to:

    1. Promote the government funded program
    2. Educate consumers on the government program
    3. Connect consumers with dealers who can give them pricing and product information. Note: all franchised dealers in the US qualify for the government program.
    4. Connect dealers with consumers who are interested in receiving product and pricing information. (dealers usually pay for these leads)
    5. Encourage retailers and manufacturers to give additional incentives to consumers above and beyond the governments program
    6. Our initial goal was to certify dealers who agree to provide up to $4500 of additional incentives beyond the government program but we are not offering that service because of the administrative challenges associated with validating that consumers receive all of the additional incentives
    7. Equip dealers to educate the local consumers in their market that qualify

Note: This is not a government run website. The only official government run website is www.Cars.gov. All information on this website should be confirmed by visiting the government website, www.Cars.gov, to view up to date information on the rules and regulations of the program.
